Website set up.

Devolopment is currently in pre-Alpha stage (basic set of functions not yet usable). The current set of libraries provide facilities for: Resources and hitpoints; Cities buildings and upgrades; Map data handling; Movement.

It is not a whole lot of work but I did not have much time as of yet. I will make the code available for download along the way. If anyone wishes to help, the documentation should cover the code's functionality, for anything else contact me.
